Canada Immigration: New rules for Language Competency beginning 1 November, 2012


Immigration Minister Jason Kenney has said that the ability to effectively communicate in Canada official languages is the key factor in the success of new citizens in Canada, that is why beginning November 1, 2012, citizenship applicants will have to follow new rules to prove their competency in one of Canada’s official languages. Quoting an extensive research the Minister said that it was important that new citizens be able to participate fully in Canada's economy and society.

The Canadian Citizenship Act requires that all adult applicants for Canadian citizenship must be able to communicate in either French or English. Previously, language ability was assessed on an individual basis by Citizenship and Immigration Canada (CIC) officers. Beginning in November, CIC will be adopting a more objective assessment process. Applicants will be required to submit one of the following:

    1. The results of a CIC-approved third-party test; or
    2. The evidence of completion of secondary or post-secondary education in English of French; or
    3. The evidence of achieving the appropriate language level in certain government-funded language training programs. (EasyGoCanada.Com)

This information is updated quarterly by the Citizenship and Immigration Canada and shows the time it takes to process an application after CIC receives a complete application package. In the following table 'Before' denotes those applications which were received before February 27, 2008, and 'Between' denotes those applications which were received between November 28, 2008 and June 25, 2010
